Couple of questions
Hey, I just started and doing the tutorial campagne. I play in German, so please excuse if this is a translation thingy, but I can't figure out how to build the requires Refugium for a Hero Level 5 to choose a partner?

There should be a button available from an army panel, below unit cards to the right, next to the Camp action. Once hero achieves level 5 it should no longer be greyed out, then you can select any unclaimed tile in a city to pop it down there.

Another question, could you possibly also explain how to get 5 devine kin?

Kin of Sheredyn have a bunch of active skills they can use (upper left corner) that unlock as you build more Fortifications in the capital city. One of them allows to turn one Kin population into one Divine one.
