When setting the slider that far into difficulty enhancement, of course they are going to get extra stuff.
Though in my games I've never had the AI do much of anything, outside of Necro I've never seen the AI send more than 4 stacks as an attack and it's generally squads of laughable composition and power that are easily slaughtered.
in this game you can very comfortably get every single unit to join the battle or siege cities, meaning that a larger force is *always* superior, unless there is some tech disadvantage I guess
in makes sense for the civilization games to give deity AI so many units because if you play smart you can make it so that the AI can only use ~50% of it effectively, while also trading blows efficiently by making them fight into forests and over rivers etc etc
in EL2 it doesn't make sense, as not even albert einstein could prevent 3 full AI armies from walking into your territory with a 3:1 numbers advantage - of course the AI doesn't do that which makes it just as cheesy
