Can't build city improvements
Can't build city improvements in recently captured city. I initially thought that maybe AI already build it as there is no way to check it. However as i cannot attach to it more than one territory clearly it isn't. I have required technologies and have no problem with constructing city improvements in my cities. What am i missing?

Same, there is no improvements for captured city. Makes it -85 and have rebel armies spawn every 10 to 20 turns.
