Just noticed a key difference from EL1 concerning city growth.

In EL1 a city could not grow past a territory border. Here you can as long as you have attached the territory to that city. This makes founding a city near the border less of a handicap.

It is a small handicap in terms of growing early game, but then it gives you more possibilities for expanding cities (from my perspective). Specially since you need 3 districts surrounding in order to increase their levels.

Yes, I was not implying that it was worse, merely different. I like it this way.
