Because that's not what the game is about.
As i said, they still are exploring and taking "?" secrets from me, i want to get every "?" on the map myself.
There's plenty of minor factions foes and quest foes.
No, i still want to fight quest enemies.
I still can exterminate quest enemies and minor faction walkers.
Would i customize them to not walk at all? So i could explore everything myself.
Though frankly, the way EL and EL2 are designed, if someone were to put a ton of effort into modding, it could be made into something similar, but there would need to be a ton of writing added and entire systems tacked in somehow.
Amplitude aren't putting that much writing into their games. It's a strategy series with a lot of writing, not a narrative series with a navigable map.
There is only so many quests and events, the game is not meant for you to get every interaction in a match. If you did you would find that you are repeating quests for settlements, and after you have gotten all the curiosity quests you are just picking up resources.
