Assault on village - no reinforcements available?
If I besiege an opponent village - only the besieging stack can participate in battle even if there are other friendly armies on the adjacent tile.

Is it by design?
Village garrison is stronger than anything you can build in second era...

I noticed this too in my first game... also noticed that the CPUs never build more than one city. :^)

Game sucks.

Totally not true about cpu only building one city.

At the moment only when you make a breach and start the assault then you have reinforcements. Meaning there is no reinforcement on the "pre-phase" of "waiting to have a breach"

In my case, 2 of my armies were standing next to each other, both bordering enemy village (Necros outpost), one doing the siege (btw, separate issue - I can't swap who is beseiging it seems, the breach progress resets).
All defences went to 0, everything breached, I am moving the siege army to enter the settlement - the battle popup happens, no reinforcements.
Even if they don't appear - why can't I select another army and just add it to the battle before it resolves? Even in Humankind (which clearly is the same core engine) you could do that.

if you cannot include reinforcement for the assault phase then it is a bug!
