So an army, normally, cannot be directly commanded to enter a settled territory with closed borders. If they are within the borders when they close, the only moves they are permitted are within the single territory until an exit is made. You additionally cannot cross the city border(s) separating a City Center from its Ministry.
Except, I noticed I could bypass that City-Ministry border restriction by commanding my army to walk to a valid tile on the other side of the closed border, even if the movement available wasn't enough to completely cross the restricted territory. My army would cross the closed border and then be in territory it shouldn't.
I didn't have the forethought to further test if I could cross the border like this when starting from neutral or allied territory, but I think the AI may be doing something similar.
