So does the AI get to just ignore border status, or what?
I mean maybe I'm just crazy here, but I keep catching the same AI within the borders of territories hosting my city centers, and I've double- and triple-checked that I do in fact have a closed borders declaration active against them.
Does that just happen? Does the AI get freedom to ignore border closure that the player is forced to respect or else declare war?
I could understand if the retreat function's forced movement might infringe upon closed borders, but every army traipsing through has their full health so retreat can't be it.

And to nip this suggestion in the bud: YES, I know the difference between camps, cities, and city-attached territories. It's the territory with a City Center that the AI keeps tromping through. Occasionally an attached territory is imposed upon as well, but I would ASSUME they follow the same border rules as the main hub.

I've seen a couple of players but in their case was because it was a camp not part of the city, if it is not your case, could you share a save file, please?

Unfortunately I cannot as I've already finished that game and deleted the save (I like a tidy list). But I DID end up on the other side of this fence near the end and may have stumbled onto a theory I can offer.

So an army, normally, cannot be directly commanded to enter a settled territory with closed borders. If they are within the borders when they close, the only moves they are permitted are within the single territory until an exit is made. You additionally cannot cross the city border(s) separating a City Center from its Ministry.

Except, I noticed I could bypass that City-Ministry border restriction by commanding my army to walk to a valid tile on the other side of the closed border, even if the movement available wasn't enough to completely cross the restricted territory. My army would cross the closed border and then be in territory it shouldn't.
I didn't have the forethought to further test if I could cross the border like this when starting from neutral or allied territory, but I think the AI may be doing something similar.

i mean, yes that it is the "way" to move from enemy territory that has closed borders. But it shouldn't be able to raze any camps (that are attached) unless at war
