Perhaps none of your choices are a valid type. I have seen some that give a discount when building things. Others give a discount on buyout cost. There are probably a couple more with purely economic effects that I am not mentioning.

The one who gives you 8 dust on top of any mined resource is likely also economic.

The problem is one of not being clearly labeled. The quest will likely not tell you that you have in fact satisfied it until you have locked in the choice. It is probably a good time for a before and after save.

Hi Sure i gnerated the zip but no idea how to upload here. I did take a screenshot : https://ibb.co/zhNwGx56 Its the main quest line for the dust lords. Still no idea how to satisfy its condition

I had the same issue but was able to get it to work by assigning economic advisors to all three slots.
