Yeah, I ran into this, too. It was a surprise, since I didn't see it mentioned with the combat change patch notes. Loaded up my save file with the new patch, and suddenly I can't activate any luxury boosters anymore because they all cost far more than I can actually keep in stock. Admittedly, they felt a bit cheap before, but I think the balance change went too far in the other direction.
