Is This A Bug Or Is It Intended?
Playing as usual and once fortresses appear I try to grab them all before the AI.
There was one fortress that was near the "enemy" (actually peaceful neighbour) but it was part of my quest so I left it and went to deal with other fortresses since I assumed that as I am not allowed to capture fortresses that are part of another civs quests it would be safe, however a few turns later I got a message that the quest had failed and saw that the civ had captured it!
Is this intended? If so why are we not able to capture fortresses that are their quests.
I found it extremely annoying that I was unable to capture fortresses because loads of time there is no combat possible unless you want to wipe out all the civs early (in which case you don't get to experience late game quests etc), but I just figured each civ had their own quests such that certain fortresses and enemies were exclusive to that civ.
If however the situation is that the player is on the clock to do all their quests because there is a free for all on player quests while AI quests are exclusive, I feel that is very unfair and irritating!
I don't mind the AI having bonuses which make it harder for the player to complete certain tasks before the AI but to be completely excluded so that there is zero opportunity while the AI has free opportunity to ruin every single quest of the player is unreasonable!

This seems like a bug (or at least i treat it as such). Could you share the save files with us? Perhaps easier if you could report it direclty on our Community Hub, Amplifiers. Here it is complicated to share the files.

If you press Ctrl+Shift+Y it should generate a .zip file with everything.
Its the same if you go to Esc > Report Bug
