how to convert population

I keep reading that i can "convert" populations from ordinary to "divine", needing 3 to complete a quest. This requires enough fortification to begin, and I THINK I've gotten that...but I see no place to then promote any pops to divine. Can someone set out the steps to take, and where on the UI the necessary buttons are. Thank you.

There should be a bar at the top center-left of the screen with the powers you can unlock. First one is used to create the divine population. Click it and then click the city to use it on.

Thanks Coconut! Simple enough, but nowhere do I see anything which points me there. Devs, are you listening!? There seem to be hundreds of procedures like this, often referred to in the several good Youtube videos, but NOT by your tooltips. This problem makes it tough to get invested in the game.
