could not initialize steam

when i try to start the game it wont run, it just gives me the message "could not initialize steam" in a white little box.. I set it to run as admin and still nothing. any suggestions?

Have you tried rebooting ? this sometimes happens just after first install... has far as i know its a steam problem

I can't get a fix to this problem. I have tried uninstalling this game 10 times, reset steam, and reset my computer but nothing seems to work. I don't know what you mean by reboot but I've tride everything I can think of.
