Anno 117 is more like Ceasar, and the quality of demo was pretty good on technical level. Full game at launch should be similar.
Anno 1800 is completed game right now and you can get it for $35-$45, but it has a different gameplay, on fasade they both are very similar, but there are a lot of small changes, revamperd economy, and infantry combat, different way of upgrades ( through research), it all adds up to different experience in general.
Dont fall for the ubisoft trap with the DLCs btw.
On the other handside you have Anno 117 with the roman setting. It's less complex right now and focussed more on building an atmosphere rather than overloading you with tasks.
None the less it's only a demo.
If you like industrialisation it's a no brainer. You can still wait for Pax Romana getting cheaper and more complex in future.
If you dislike playing like factorio, then i would recommend you playing Anno 117
i have seen a lot of people saying that they never finished a game with all dlc. still its a great game, if its on sale than you will likely get your money's worth out of the game.
anno 117 will be a bit more manageable, at least on release. with the dual start position on launch i am also a bit more hopeful that they will do the same for future content, so that most people will be able to actually play all the dlc they buy,
so i would say that it kind of depends on how many hours you are looking to sink into the game,
if you have plenty of time and you like the setting than you could most certainly go for 1800.
if you don't have that much time to spend or if you like the roman theme a bit more than i would wait for 117.
