Can you please do the following:
1) Edit the file \Config\Command.ini and set the value of LogDebugInfoToFile to "TRUE".
2) Start up Command
3) If it fails again, post here the file \Logs\ExceptionLog.txt .

I tried to edit Command.ini but LogDebugInfoToFile wasn't in there so I added it my self and set the value to TRUE however, this still didn't work and I have looked for Exception log but it isn't in the logs file.
I tried to follow the advice elsewhere about re-running the pre-requisites but noted that the ../Prerequisites directory only contained PreferExternalManifest.reg
So while pulling my hair out after the Nth re-install/verify/launch/crash cycle, I was interrupted by my daughter just after the quick popup of that unknown window.
I was away for a few minutes, but as I sat back down the familiar world map and start menu appeared.
Is it possible that the application is grabbing and silently running the external pre-requisites on its initial launch, rather than having them previously installed by steam as the usual "first time launch" tasks ?
Hope this helps.
* Is the OS fully updated? Graphics drivers updated? Direct-X 9 installed?
* Is Command running as admin? (ie. prompting you "are you sure you want to run this program" when you launch it)
* Are Steam overlays disabled for Command?
* Is Direct-Write disabled on the Steam client?
* Are all other applications (and especially hardware-helper apps like MSI Afterburner, RivaTuner etc.) shut down?
* Are you using Norton antivirus? (This POS is very frequently silently blocking file updates)
* Are you running in 100% DPI or high-DPI desktop?
Step 1: Run the game as Administrator
- Right-click the game in your Steam Library.
- Go to Properties, then to the Local Files tab.
- Click Browse Local Files.
- Locate the game executable (the application file).
- Right-click it and go to Properties.
- Click the Compatibility tab.
- Check the "Run this program as an administrator" box.
- Click Apply. Having done this, restart Steam and try launching the game again.
Step 2: Run Steam as Administrator
- Navigate your Steam installation file (By default, it is in C:\Program Files (x86)\Steam).
- Right-click the Steam executable.
- Follow the above steps to set it to Run as Administrator.
- Restart Steam.
