Changing the Shop Setting needs you to be in that Country and you need tu use a local Payment to do the change.
The devs can see for themself on SteamDB that "The Solus Project" is still listed as restricted for "Germany" (same for their other old game "Unmechanical").
Could you please email the developers again and ask them to please go through the content survey again? This should take just a few minutes.
It seems there is a Steamworks bug in certain cases (i.e. it says the game is rated, but the developers still have to repeat the content survey once to actually create the rating).
The reason seems to be the "AI Usage" question (which was added at some point in 2024):
If it has not been answered, then the age rating is not actually applied / not valid.
I am sure changing something like to Spain won't be a big deal using a VPN.
You can try it, but it can bring you a Ban for at last 1 Month and you not can use a local Payment over a VPN.
If you made Vacation there for some weeks you can simple made yourself a new Account and then gift yourself the Games you want.
