The "Sky Ones" are misnamed, given they live underground. Even in The Ball, they are underground. All of their records say "We came, we helped, and the ingrates turned on us. We punished them and left." They seem to be dressed in armor and revel in the symbolism of death. They pose as benefactors, and don't seem to know what they really want. If I had to guess, I would say they want to be worshiped, but they aren't deserving of it.
I don't think they can control atmospheric conditions. If they could, they wouldn't live underground. They can manipulate conditions in limited areas and use it for their own purposes - like attracting and using lightning for power generation, but I don't think they can or want to control day/night temperatures and the natural cycles of weather on a planetary scale. The machinery for it would be immense.
I know there are stories about A 'Daar Sum waving his hands and moving mountains and rivers, but doesn't that sound like Moses bringing in a plague of locusts, turning the Nile blood red, leading the ancient Hebrews across the desert and parting the Red Sea?
Fun fact for godless agnostics - the evidence to date indicates the Red Sea event (lilely the 'Reed' Sea of the eastern Nile Delta) was a tsunami event triggered by the explosion of Santorini (a volcanic island north of Crete). The ash plume of which was witnessed by the Exodus as a 'pillar of fire'.
