Weird skipping when moving around

I am experiencing a weird GFX skipping effect when panning around or moving. It happens every second or 1.5 seconds or so.

I'm running the following rig

- AMD 3900x
- Gigabyte Aorus Master x570
- Galax 2080ti HOF
- 32GB RAM
- Samsung 970 EVO Plus 1TB NVMe drive
- Alienware AW3418DW
- Resolution: 3440x1440
- Full Screen and Windowed

I have dropped all settings to Low and High and tried disabling and enabling VSYNC, Frame Smoothing and GSync,

Has anyone got any ideas why I would be seeing this? I am suspecting it is a bug in the game that it was never coded to handle the latest GPUs or maybe the Nvidia GPU driver.

I'm not sure whats changed but I started the game in DirectX 10 compatibility mode and then noticed the shaders were off compared to DX11.

So I exited the game and started it back on DX11 mode and then changed the mode to Full Screen with Frame Smoothing and it seems that it has disappeared....I hope it never returns.
