I only changed three things and it kinda helped
motion blur - disabled
native upscaling - disabled
Nvidia control panel - vertical sync to fast
Now its 120-140ish. its stable and no stuttering during gameplay except for entering new sections of the map. finally no more stuttering on combat!! . time to finish this game.

If you mean it does not show up, you may have to upgrade your graphics card driver. I can use the low latency setting on a GTX card under the Nvidia Control Panel.

when you record gamepay video with nvidia overlay for example, it wil ALWAYS lose many frames with ultra.boosted reflex mode, but it will record perfectly smooth with default latency/reflex enabled.

Wow! It's amazing how much time passes over the years. I am currently on a 3700X and 3070 Ti still. Prior to that, I was running older drivers where stuttering was still occurring before those adjustments were used. Perhaps, later Nvidia drivers solved some issues I did not know about, or maybe the stuttering was also tied to the engine and how the game was optimized to run. CryEngine and Unreal Engine games typically had stuttering problems over the years, but I can not be sure of everything at this point to what the strongest factor or main culprit was, only what made it go away. Anyway, thank you for the insights!
Yes, typically I use and have always stuck with only standard latency and no problems. However, in the past, some players claimed low latency was helping them with a number of other tweaks they made. Low latency was one of the known fixes in this game to help them solve the stuttering on their side. However, in my experience, standard latency was just fine, and the type of external VSync used (Fast sync) while avoiding a locked in-game frame rate solved the problem! Even in-game VSync used to half the framerate, but I have not checked it for sometime to see if that feature is still built-in to function the same way.
It wasn't hitting 60fps, it was bad, and after going through the Nvidia App the framerate was fixed. Probably a bug.
Yeah, external is always less restrained than the in-game options, as I used Rivatuner externally for many games now. lol

However, I do not cap my frame rate in all of my games, and at the time, I might've had a good reason for myself to leave Ryse: Son of Rome uncapped.
As for the low latency issue earlier:
Those potential fixes are still there in the pcgamingwiki. I never needed them myself, but whatever works with anyone's configuration is helpful.
It is likely due to the external use. In-game options tend to be bugged or restrictive. Whatever works for you is a good thing, if you're getting the frame rate you desire.
