Hey, this moment is not made clear in the manual and so even the hardened HoI and CK2 veteran like me has to bend his knees before the mechanics of this game...

Well, I started as Spain, having 5 infantry units.
I wanted to (eyroll, what else would you do playing as Spain?) annex Portugal, but couldn't; I had to declare war firts, and I needed Diplomatic points for this.
But I had 0 DP and they never added.
The ONLY thing that I could do in the game is to perform elections in Madrid, after which Spain became pro-Axis, but nothing changed. I never got a single DP and I couldn't move my troops anywhere outside my borders.
There are absolutely no other interactions in this game; I can't adjust diplomacy or production or anything else, and I can't even fight. Thus, I can't do ANYTHING at all. I just skipped 30 or so turns and nothing changed.
Do I miss something or this is intended?
