Sorry if I am not asking this right but has anyone figured if a smaller higher level unit is better than a larger lower level? For example

is a level 1 inf army as good (or atleast wortht the savings) compared to a level 2 inf corps?

I ask becouse it seems I end up having to decide do I want more larger sized units or better equiped smaller ones
