If it's regionally restricted, it would've had to be a recent change, though, because I don't think I'd add a game without a price to my wishlist. Also, I think games unavailable in a region are usually hidden from the listings.

AFAIK the game is not regon restricted

EDIT: The issue was that we didn't updated local currencies recently added by STEAM. I have already filled the form and waiting for STEAM approval. Usually it takes a day or two
