This is unfortunate, have you attempted to re-install Hover?
Have you restarted Steam?
Have you attempted a launch using Direct x9 Mode?
Have you attempted to launch using the "Hover.exe" directly?
Have you attempted to launch using the "Hover.exe" with administrator permissions?

If these aren't the solution please let me know the following:
What OS are you using?
Is "Hover.exe" being blocked by a firewall?
Are your video drivers in need of an update?
Is Hover displaying a crash message, or simply refusing to launch?
