Always stuck at 40fps

I have tried everything but no matter what I do (reinstall, swap to dedicated GPU, lowest settings etc.) it stays stuck at 40fps. I should at least be able to achieve 60fps considering the specs of my machine (i7 12700H and rtx 3070 ti mobile).

I have an idea
It's possible that the game isn't truly setting the graphics to your desired settings

Try finding its configuration file and adjusting it there?

After looking through loads of these types of queries, turns out whisper mode and battery boost setting in GeForce Experience can both massively limit the fps in ALL games. Not just Hover
