Currently looking into this issue, we can't be sure who is responsible for this Free Weekend copy being Korean only. I can assure you any official copy of Hover works just fine, I will update you if a fix is posted.
Navigate yourself to Steamapps/Common/Hover/Hover_Data/StreamingAssets/Languages/
From there, remove every language except the language you would like to use. A fast way of doing this would be selecting and using the cut function for the language files you will need. Paste them in a temporary folder, and delete what remains. Move the needed files back, and start the game.

EXTRA: Another alternative you can try if you like, is within Hover's properties, select "Add Launch Option" and enter "-lang en" into the line and press OK. I haven't had anyone test this yet, but it might just work.
