And now they in this "recovery menu" when you create a new character?
A quick way of deleting them is to create a completely new team, and recover 5 old chars there. Then delete the whole team. Repeat until all your "dismissed, but kept" chars are deleted.
The progress of unlocking a DNA-Kit is connected to your steam profile, not to a single team itself. (BTW, a Team is a Save File). So you cannot reset your progress there :/
