I guess you other option is to retire as Overseer and find another settlement. You can do that at the terminal in the office.
Edit: Turn off MP and any mods if you are using them. Try a save/reload to see if that breaks the dam.
Awkward if it doesn't go away on re-load: you can't resign because you have a construction underway. Hope you have a recent save!
Fair warning, I have no idea what this will do, or what problems this will cause to your game state. If it works, it might skip the entirety of the Settlers mission line, and interfere with A Trace Of Metal (even if it's not particularly important). So tinker at your own risk, and good luck!
Your suggestion helped me, but I ended up not editing my saves, but found an indeed incomplete construction project in the problematic settlement. Yes, it was a bug, as per screenshots.
But after walking around settlement I found this incoplete starship dock, completed it and game and quest lines fixed themselves.
