That graphics card should be more than suitable. I am guessing you are missing the XNA Runtime, or it needs to just be reinstalled: https://www.microsoft.com/en-us/download/details.aspx?id=20914
If that doesn't work, try navigating to the game files (right click in steam list, go to properties, browse local files) and right click on the .exe and go to properties. Make sure you are running the program as administrator.
Also if you are on a laptop with 2 graphics cards (like one Radeon and one Intel integrated graphics), then it is possible it is trying to run the game with the wrong card. Right click the .exe and see if you can select "run with graphics processor..." and select the Radeon card.

Its possible something simple like a driver update could fix this as well :)

Also, this is from ATI's website, concerning your video card:
"Q3: I just bought an AMD Radeon™ graphics card. How do I configure my PC to take advantage of AMD Radeon™ Dual Graphics?
A3: To take advantage of AMD Radeon™ Dual Graphics, you must use a compatible AMD A-Series APU to pair with your supported AMD Radeon™ graphics card. After installation of your graphics card, visit the AMD Graphics Drivers and Software Page, to download and install the latest AMD graphics drivers. After driver installation, the option to enable AMD Radeon™ Dual Graphics should become available in the AMD Catalyst Control Center or the Radeon Settings page in Radeon Software Crimson Edition.
Once installed, go into the “Performance” section of the AMD Catalyst Control Center or go to the “Gaming, Global Options” tab in Radeon Settings and toggle the AMD Crossfire™ technology option to “On” or “Enable Crossfire™”. This will allow the AMD A-Series APU graphics to work in tandem with the select AMD Radeon™ GPU installed for increased graphics performance."
You should especially do what the last paragraph says, and then try the game again, if you haven't already. Alternatively, if its already on, maybe disable it? heh
