It sounds like you're doing everything right. This achievement is unlocked after you've been given at least 100 chair gifts (your poor desktop!), so it sounds like you've earned it.
One thing that could be stopping the achievement is if you ever turned on cheats. If you did, you'll need to select "New Game" from the main menu to start a new campaign run. This will reset the cheat status that may be active and blocking achievements. You'll need to turn on the option to get a gift if that's the case, and when you get your next chair gift, you should see it awarded.
If you still can't earn it, and feel comfortable looking at the game's save files, you can go to your AppData folder (you can look at the guide for how to upload a workshop skin to see how to get here), and check your save file. You can edit the save file in any text editor (such as notepad). There's an item in the save file called "m_iChairGifts". When this number is at least 100, closing the game with the chair gifting enabled will award the achievement.
