I am no longer getting quests to establish new provinces... this is bad because to complete one of the final ship designs I need to obtain silk cloth which none of my provinces has. So I keep going from province to province looking for the establish new province quests but none are appearing. Basically I cannot finish the quest. This is my first play through so I am a bit frustrated that I am only finding out about this "limit" at the end of the play through. Also it would be nice to be able to independently create a new province not linked to other leaders.
