At some point in the game, it will be in your contract list (I'm not sure what the conditions are, but I got it at 32 contracts completed and just before buying the last permit).
You then have to accept and finish the contract

it unlocks at some point (had it pop as a job at tier 4 BUT you NEED tier 5 to do it. Tier 5 also has a bug (or intentional) that you will fail contracts. It recycles round so it will come back, but after i finished it i never saw it pop again.
