But you may try to change it manually in the save files, here is a very old Bug Report where players are showing the code line to edit so change -> false to true :

Thank you for your reply, and sorry for my late reply. I ended up shutting down the server due to financial reasons. The problem wasn't that the containers weren't spawning, it was that the setting in the file was getting turned off every time I started up the server. I do No that there is a limit to how many containers you can activate per day as I had reported a possible exploit involving them being duplicated and flooding the market with skins. When I am able to afford to do so, I do play on starting the modded server back up. It is possible 1 of the mods was disabling it, though I'm unsure whether or not I tested without mods on
