There's two numbers on there that help. They are 'Families' and 'Number of houses'.
The Families number should never fall below the Number of houses. If that happens it means you have too many houses and couples start splitting up as the game mechanic tries to occupy each house. This will affect population growth.
To combat this you can mark houses for demolition. Immediately pause the demolition so you can reclaim the house later when population starts growing again.
I found I would get around 3.5 people per house, so using that your 313 population would require 90 houses.

If you are having food problem you should always be trying to have overflow. If you haven't already you do need to increase your max amount of storage of items. Def make sure everything is 99999999 so you don't have to worry about your people stop gathering food because the limit in storage has been reached. Make sure to have multiple Storage Barns near large food producing area's.
Usually I am at around 750-1000 people by year 100 depending on what tornado's decide to do to my game.
TLDR:
1. Build 2-5 houses a year
2. Use Town Center to view your food production (2 year is a good marker)
3. Make sure the max storage units for your town is set to max
4. Build multiple storage barns to store more food (I usually have anywhere from 3-10 barns depending on how much food is being produced in the area)
