1. Remove the road building from the surveyor and make him -1 turn to ID and -2 turns to ID for upgrades

2. Add a builder class to crafting. Builder can do the following:
Upgrade wood structures to stone
demo/remove/or fix neutral pillaged structures
build forts (i feel watchmen should stay mobile)
Build roman style roads with +movement and build from A to B with automation instead of 1 tile at a time
