My fisherman clan is stranded?

My fisherman clan wants to come back to the settlement, but I find I cannot move them onto shore, even after the ice has melted. I press the move button, but this only allows movement in the water. How to get them home?

I think you must move your settlement to the shoreline so the fisherman can disembark. In my experience your fisherman will stay stranded in the water for the rest of the game if you declare a kingdom away from the shore.
