Are pathways only worth building on obstructed tiles?

It seems to me that pathways are not worth building on grasslands. Grasslands cost 1 movement point per tile, and tiles with pathways also cost 1. So in theory, you should only build small patches of pathway on tiles like forests or rivers.

To me, this is kind of unsatisfying. Right now I have a kingdom that consists of a lot of grasslands, and it looks very strange to only have pathways scattered every here and there (since there's no point in connecting them). It would be more fun if pathways made grassland tiles cost 0.5 movement points or something, so they could be used to speed up transportation within my kingdom, not just reduce obstacles.

I notice that my people tend to ignore roads as well. Give them and end point destination and they pretty much ignore the roads. I would like to see them make use of those roads since I put in a lot of work to make them. I also think that they should have a maintainence cost so as to prevent people making roads everywhere.

I think they only ignore them on grasslands since they don’t make a difference there

I wonder if the Memoir '44 approach would work - your units get one bonus movement point, *only* if they start and end their movement on a road without leaving it. Would give them some utility on open ground as a way to move units out to distant areas quicker.

Yeah, Paths are a bit lame right now. The plan is to add some kind of bonus for connecting Structures via Path, such that they provide an economic benefit as well as a mobility one. May also tweak the movement bonus. Stay tuned.
