I don't think this is a bug in the mechanics, just a confusing message. It says something about how your explorer recruited some survival experts, and that they now need less supply while moving around the map. It seems to work for me, as my explorer could move every turn in the winter without supply issues and needing to camp out half the time.

That said, the message about recruiting does sound like it is going to be giving you a new clan, rather than recruiting some individuals into the existing one. Perhaps that could be tweaked?
