There is one method that works for sure - "sv_cheats 1;ent_fire zombie becomeragdoll"
should kill all zombies currently present on the map (that works only when you're a host in P2P lobby, or typing it into the dedicated server's console)
Also, VDC is not very reliable source of information about Contagion, since there is barely information about very specific parts of Contagion that work differently than L4D2 or HL2. Almost nobody cared to document anything about Contagion on VDC (even the page is a "stub" with just a quote from Wikipedia or Steam store page description, no further info).

Here's some alternatives:
z_destroy_on_attack - Deletes zombies when they swing at you
z_attack_damage 1 - don't ignore you but they scratch you for no damage
z_ignoreplayers 1 - works great disables zombies AI
