There should be one in the large wreckage right at the center of the obsidian web when you go past the toxic cloud, to the right of the warp gate and before the beta mine. Or there is another one at the beta mine. I think those are the repair stations and not the charging stations. Otherwise you need to go to the Theta 12 cluster and there is going to be a location with a beacon there where you can scan it.

One of them cannot be found in Theta 9, I just don't remember which one. If the one you found is the charging station, then the repair station is in Theta 12.
