Dropped items have a ridiculously long life on the ground, as long as you're in the cell/chunk you dropped it in. It may be a terrain/collision issue, drop it on flat ground, keep the Hungry Hippo there with a hold option, then wait.
If you're already using the animal backpack mods and this is a new issue, move it around in the load order. There's several guides on mod load orders.

No, I don't use any backpack mods. This is a vanilla issue. While an animal has its pack on, it doesn't eat food dropped in front of it; it picks it up and puts it in its pack. It doesn't eat the food from there; it just sits in its backpack. It also doesn't eat from the backpack of a nearby character, even though the "share food" option is enabled.
Well... looks like I'll have to get rid of my old Betsy... too much trouble for which I'm not yet ready. It's time to assign her a great adventure with an equally great, albeit sad, ending
Very strange... I definitely filled the bag (not inventory) with food and Garru did not eat from it, even close... Ok, I'll try again later. But you also said that Garru can eat from each other’s packs. In theory, you can buy another Garru, stuff them both with food and put them side by side?
