There are a few spots around the edges of the map which will never be targeted by raids at all. If you check out this thread then you should be able to work out where they are:

You can also arrange world states so that you can settle in the more central locations undisturbed. This becomes quite impossible if you take out the Bug Master, though - the Shek will consider you to be their new path to Valhalla, and will run across most of the map in order to fight you.

Dust bandits wanted to two imprisoned skeletons to come out and fight I guess, then I noticed them I sent some out to deal with them but an HN patrol beat me to it.
Not sure that would happen if they had broken in? I guess they would freed the skeletons who then would agro them?

And one thing happen off camera, your group member getting chased.
This has to be simulated somehow, probably pretty simply but no idea how, you getting close to an spawn point? But sure you can also run into roaming units but this could be random events for off camera groups based on locations?
Else its pretty much like Bethesda games Oblivion to Fallout 4. Nothing happens outside the loaded cell with a very few exceptions, if you exit an load door enemies will follow you at least in Oblivion and Fallout 4, know they don't in Skyrim.
This was simply because Skyrim was extremely memory restrained on consoles.
Crisis you now have 13 enemies in action so PS3 ran out of its 256 mb of ram and crashed.
Also an major FO-NV issue. But yes nothing outside active cells get attacked.
You just have to make sure they are far enough apart not to merge into one base.
This works for "scheduled" raids, like Bandit Demands and Prayer Day, but not for unscheduled Base Attack raids, like the constant Hungry Bandit groups that'll assault you around the Border Zone. So a fledging group of farmers can still get beaten up.
Still, I think this should do the trick:
If you recruit a skeleton and put him in a cage, then that'll count as a populated base, no enemies will try to attack him in there, and he won't ever starve.
You'd want to set up at least two "cage" bases, one on either side of your main, but don't overdo it. Each one will keep a map cell loaded, and you've only got so much RAM to work with.
