But since this DCS announcement on 10 Jan 2019, we're in a "renaissance" period where you can again buy and play on Steam and then ALSO activate and play on standalone. That goes for all the modules affected during the "dark ages" as well, they have now also been brought into the "renaissance" period.
I don't have Persian Gulf, but have the M2000, Spitfire, Viggen, Nevada map etc and they all activated on the standalone version for me, so there should be no reason why Persian Gulf wouldn't work for you. You have nothing to lose by simply trying to activate it on their website, as it will NOT remove or disable your Steam activation. It doesn't really "transfer" the license, but rather "duplicates" it.
