Run it in a terminal, then look for any output that looks like an error
It is not really crashing.
The background task is still running and it just pops up randomly out of nowhere.
I get the "Steam is ready" message at the top and the steam overlay sends the typical "Press Shift+Tab to open Steam Overlay" message.
Hopefully it won't come to it, but in my case it was easier to just wipe my system user's steam files:
and then rebooting (stupid, but effective way of clearing out temporary files and sockets steam leaves littered around that interfere) and launching steam again so it does a fresh install/update.
Of course it's always a good idea to make a separate folder as a steam library in options and moving all games there and setting it as default install target.
Anyway, check process viewer and look at the PIDs of all steamwebhelper processes when this happens, if you keep seeing new PIDs pop up then it's probably steamwebhelper going into one of its typical crash-respawn loops.
