How did you install Steam? If you installed it as a package from the distribution itself, there shouldn't be any problems (check this external drive for system read/write capability). But if you installed it from a flatpak, use the flatseal utility (Manage Flatpak permissions), in which you can give your Steam rights to see this disk.
P.S. What kind of Linux do you have?
Did you remove the drive then re-add it to Steam after changing the formatting?
Do you know why kids like Cinnamon Toast Crunch cereal?

^^^ Correcting the permissions (like this) is absolutely the correct solution to permissions issues; although you will probably need to prefix that command with "sudo" (example:)
