If that still won't be enough then it's your sound device.
Voices in PD2 seem to be controlled by the SFX volume slider (gunshots, etc.) Which I agree does suck since most enemy lines are low level. The above mod doesnt fix the issue. It only plays audio files of cops but there is no way to adjust the level of them unless you went through every single file and increased the level in something like Audacity. And thousands of files? No, not worth it.
well, tedious or not, i might want to do it, id probably do like 10 voice lines per day to lessen the exhaustion.
That's nice, but there isn't written in description that voices will be louder so that can be a reason why it is ignored, if it does make voices indeed louder the mod could state it.
just one thing, are the lines they say randomly chosen, or in response to a current situation? because i dont wanna hear a cop say "they have hostages on the scene!" despite playing on a civilian-less map like meltdown
