Performance STILL sucks!
This is one of those games I was never able to play very well back when I had an old ATI HD 5870 (yeah, back before ATI became AMD) and i7 860 CPU.

So I recently built a PC with a Xeon 1231 CPU (i7-4770 equivalent) and GTX 970 (OC'd) and low-and-behold, the game STILL runs like hot garbage even on this powerful rig!

Even with the High preset (not Ludicrous) I'm dropping down into the 30s and 40s on the first level, which is hilarious considering I'm blasting games like GTA V, Crysis 3, PlanetSide 2, and even The Witcher 3 at max or near-max settings at 60+ FPS.

I've tried both the 64-bit and non-64-bit versions of the game and the performance is the same.

What's the deal with this? Is it just the Unreal engine? Unoptomized level design (too many costly assets littered around the levels)? An issue with Windows 8/10 (I currently have 10)?

I was really hoping to be able to finally play through this game at a constant 60+ FPS (60 being the minimum), but apparently that isn't going to happen anytime soon. If even an i7-4770 and GTX 970 can't handle it at 60 FPS, it's clear to me that there are some serious issues at hand.

hmm thats weird i almost have the same specs, i can run it at 60 - 70 fps.
Since you are using windows 10 i gotta ask ya, did you updated your drivers?
Without the drivers this game runs like crap, 20 - 30 fps.
So make sure you download the latest drivers.
Other wise i dunt know.

Yep, latest drivers. Every other game runs perfectly fine, so I'm pretty sure my hardware isn't at fault here.

That's definitely a part of it. If we could go back and rebuild the game from scratch with the Single Player having less assets per scene and more giant static meshes instead we would but I don't see that happening.

However with your new rig you shouldn't have ANY problems.

The only thing I can think of is the fact that you're still on an AMD CPU instead of Intel? AMD CPUs have always had issues with ROTT for whatever reason. Also make sure PhysX is definitely OFF.

If all else fails check out the texture streaming tutorial in the pinned threads.

Also of note is that E1L1 is just kinda poorly optomized in general compared to later levels. Even E1L2 runs a lot better.

Wish I could do more for ya but I'm just the business and marketing dude. The good news is if we ever to an expansion or sequel you can be sure it will run smooth as butter. Quote me on that. :Ankh:

It aint your hardware, its almost the same as my pc.
I dont know what the problem is, make sure to disable the physX stuff in the launcher.
Sadly the sp of rott is really unoptimised, allot of unnessesary meshes outside of the map with collision. the custom multiplayer maps will have way better fps though.

In the Nvidia control panel, try setting the "maximum pre-rended frames" to 1

I have the same graphics card and a weaker processor and I get a solid 60fps on "High" settings. I can increase the settings to the highest but then the FPS drops when things get hectic on the screen if I do this

The UDK engine isn't the best engine if it comes to performance. And in combination with amd/ati makes it more worse. I recently tried to run the game on my old crossfire amd 5870 system, but even that made it much worse ;)
The game should run much better on an nvidia 970 (tried it at work on an i7 950), and the performance was good.

It seems to me you have to play with some settings and configs here. Luckily there is a lot of information on the interweb on how to optimise UDK based games. GL.
