I think you need to set it up so the game properly recognizes your gamepad in the configuration. You have to manually select it when pressing Play, and then that menu with the large buttons should pop up instead of the game loading. If the game seems to crash and no menu pops up, you gotta access the game files and set the config launcher thingie to be backwards compatible for Windows 7.
