Remote play together solved!!!!!!
start a game, such as Rock of ages, where remote play together works, invite the player to that (which registers the second controller), start S&ASRTC while the other game is running, then end the remote play session for the other game, and shut the game down, then do remote play together on S&ASRTC.

I tried this but it disconnected the other player when i loaded Sonic All stars racing transformed (I had cuphead loaded, which works with remote play)

Did you keep the other game open until after Sonic was loaded?
