Yeah, you can still find lobbies. Typically around midnight US time they're pretty full.

It's Dead AF.

The steamcharts dont matter, you gotta play it at a certain day at a certain time (mostly night in US time)

This game is not dead, rather it is on life support and unconscious half of the time. Vets will keep playing the game until the heat death of the universe, but you will be lucky to find a full lobby.
