For earlier Windows versions, you'd need AppLocale or LocaleEmulator to emulate it.
For Win10 (and 11, I think), you can select Start > Settings > Time & Language > Region, there you can choose preferred format from dropdown.
You may need to add language in Language tab first, before you can switch to it's regional formatting.
As a side note, you'll get information that some apps will need to reboot or require system reboot after changing formatting, but for Unity-based games, it only matters that you switch it before booting up the game (and change it back after closing the game).
