Check the Vsync value is 1 not 0, change it if necessary, then restart the game.

I'm using Windows 10, but any version should give you the results. On your main screen search box start typing 'hidden files' and you should come up with the option to change your file explorer settings. Change them to show all hidden file extensions. This should reveal the txt. file in the local game files.

EDIT
Open Fie Explorer, click on File, go to anything with settings or options in the name. You should get a pop-up with Folder Options. Go to View, and a bit down the list there should be a folder saying Hidden files and folders. Click the 'show' option to enable.
1 go to nvidia and turn off gsync
2 go to 3d parameters and turn on vsync and triple buffering
3 if you have parameter "monitor technology" turn it to stable fps
4 in lego batman parameters turn it on vsync and make it 60 HZ
